Who Can Register to Vote?

To register...

  • You must be 18 by Election Day in order to vote (you can register when you’re 17-1/2).
  • You must be a US citizen.
  • You must be a resident of Missouri.
    •  For voting purposes, college students residing in Missouri for college are considered residents of Missouri.

Unless you have moved since registering...
  • If you have moved or changed your name since you registered, you need to register again.
  • If you registered using the Residence Hall address AND no longer live there, please register again with your new address.

Need to request an Absentee Ballot?

Be sure you are registered first!

Use the links below to request an Absentee Ballot from your hometown County Clerk. 

NOTE: If you will be home before the election, you can submit an Absentee Ballot in the office of the local election authority until 5:00 p.m. the night before the election. 

Are you a first-time voter AND plan on voting Absentee?
If you are a first-time voter...
  • AND plan on requesting an absentee ballot by mail
  • AND have registered by mail
  • AND have not voted in person

You need to submit a copy of your identification (such as a college ID) with your absentee ballot request.

*If you are in line at the closing time of 7:00 PM you have the right to cast your vote.

Bring 1 of the following:
  • A nonexpired Missouri driver or non-driver license

  • A nonexpired military ID, including a veteran’s ID card

  • A nonexpired United States Passport

  • Another photo ID issued by the United States or the state of Missouri (that is either not expired or expired after the date of the most recent general election)

*Not Accepted: a University ID

Request and fill out a Provisional Ballot
It will be counted if you are a registered voter and...
  • You return to your polling place on Election Day with a photo ID OR

  • the signature on your provisional ballot envelope, which is determined by your local election authority to match the signature on your voter registration record. This is why signing clearly and carefully online when registering is so important.

Not able to vote in person?

Want to vote, but can't be there on election day?

If you’re going to be away from the Missouri location where you’re registered on Election Day, you can ask for an Absentee Ballot to be mailed to you.

How to Get an Absentee Ballot:

Deadline to request an Absentee Ballot: 5:00 pm Wednesday, October 23!

  1. Fill out the request online, print it, and sign it: 

  2. Scan and email the signed request to your local election authority. 
    Your local election authority is in the Missouri county where you’re registered (FYI: St. Louis City is separate from St. Louis County)


Note to first-time voters:

Voters requesting an absentee ballot by mail who have registered by mail and have NOT voted in person are required to submit a copy of their personal identification unless they provided a copy with their registration application.

Examples of acceptable identification are listed below. This means you will need to email both your Absentee Ballot request AND a copy of your ID to your local election authority.

  • A nonexpired Missouri driver or non-driver license

  • A nonexpired military ID, including a veteran’s ID card

  • A nonexpired United States Passport

  • Another photo ID issued by the United States or the state of Missouri (which is either not expired or expired after the date of the most recent general election). 


What to Do with an Absentee Ballot:

  1. You’ll receive it in the mail at your St. Louis area address.

  2. Fill out the Ballot and put it in the envelope that came with it. DO NOT SIGN THE ENVELOPE!
    Every Absentee Ballot envelope will require a Notary’s signature.

  3. Contact the UHSP library at library@uhsp.edu and we’ll connect you with a Notary.
    The Notary verifies your identity, and you sign the envelope right in front of them. If your signature is not notarized, your ballot will be thrown out. 

  4. Mail it fast! 
    Absentee Ballots must be received by the election authority by 7:00 pm on Election Day.
